The component looks like its value is between the range, even if set to 0.
Should work..
RangeInput rangeInput = new RangeInput(); rangeInput.setMin(0.0); rangeInput.setMax(20.0); rangeInput.setStep(5.0); rangeInput.setValue(0.0);

Workaround: override setValue and add:
getElement().setProperty("value", value);
