[Task]investigate if its viable to run all java tests on cluster with multiple clusters

Description

during the addition of azaffinity support, a new cluster with multiple replicas is being spun up to facilitate the tests, however if the existing tests also work with such a cluster, it would be better and easier to manage to just update the replication setting and have a single one with multiple clusters.

need to confirm if all existing tests run normally
