Honestly, I don't know if this is a Windows bug or caused only by CE.
It used to work for a very long time for me:
The cmd startup symbol was on the left then a [Dynamic Spacer or Stretcher] such that the Recycle Bin icon was aligned by the right window border.
At some point it started being buggy: the spacers collapse into a single one (no more right-align) OR the Recycle Bin icon gets "eaten" by a "Expand to see more symbol" as if there were no space left. This can be "fixed" by opening the customize window - DONT DO ANYTHING - and close that window again. Suddenly the toolbar renders properly again.
PS: The screenshot shows how many spacers I've put in there now, just to keep the two icons somewhat separated, since right-align with dynamic spacers doesn't work.

I've had various bugs in Win7x86 that weren't present in XP. Some mysteriously seem to work okay again in Win10x64 but this is probably one of those that an update would effectively sort. I haven't messed with the separator tweaks, but that's a good thing to check.
