The "Block content for all roles" area appears to take precedence to all other areas. It appears along with any other role-specific area you configure.
I was not able to locate a tutorial or detailed instructions for properly using this Moodle plugin, and could use a hand in implementing.
I need this plugin to allow the creation of an HTML block that appears on the frontpage. I need this block to display only what it is supposed to display, based on what I have placed into the role configuration area and nothing else. This way, I will be able to provide distinctive frontpage content to users based on what role they have in a course.

I was able to solve the issue I had with this by adding multiple blocks on my frontpage, then prohibit all but the role which I want to see what.
It is a terrible pain to prohibit all my roles--I have over 100. But my homepage is very cool now--in that it shows to specific roles just what I want them to see when they login--and nothing else. :)
