How do I change the provider for flags?

Flags are inaccurate on my site, how do I change the service providing the country by IP and in what format does Vichan expect it in?

It's not what I asked, and even then I doubt it's right since Maxmind gets the correct countries in their database while my vichan install still gives the wrong flags
