Time input Enable max min doesnt work in combination with Events: Value Changed

Hello,

I tried to combine the Events: Value Changed example and setting Max Min values for the TimeInput.
It seems like EnableMinMax doesnt work in combination with the Value attribute.
I tried sth like this:

Is this a bug, or is there a workaround for this issue?
