The sudo apt install build-essential command did not help.

I had a couple of similar problems, it seemed that these were the variables that ultimately solved it for me:

sudo apt install build-essential libv4l-dev
export CGO_ENABLED=1

Having CGO_ENABLED=0 was the second thing I ran into after figuring out the required packages.
