Unify the pod init/exec hook handling into the hook Handler introduced by #8490

PR #8490 introduces a unified hook Handler tries to cover all kinds of hooks but only implements the handlers for pod pre/post backup hooks.

Create this issue to track the effort to implement the handlers to handle pod init/exec hooks.
