Could you kindly include a requirements.txt? I installed numpy, rosbag_pandas but still cannot run the utility.

I updated README with some instructions. All you need is standard Python 2.7 with ROS indigo installed (I listed the links also, please check it out). Working on Ubuntu14.04 makes ROS installation easier.
