Not in Play store, therefore i assume cannot be installed and run on older Androids. Would appreciate any comment on whether there is a technical reasoning for this, or simple oversight / laziness that this demographic of older phone users was forgotten.

The playstore states ver. 6.0 and up. While I can't speak to the specifics in this application, Google is rolling out their API for contact tracing and are releasing it for version 6.0 and up.

Here's a link to the Playstore App (version details at the bottom) : https://play.google.com/store/apps/details?id=au.gov.health.covidsafe&hl=en_us

And here is an article about the Android API updates : https://www.theverge.com/2020/4/13/21220033/android-covid-19-tracking-updates-google-play-contact-tracing
