Note needed on IceTransport.stop() effects

If local side closes the IceTransport and the other side does not close the IceTransport, a note needs to be added that the QuicTransport will time out, but not because any special event happens or flow of data but rather because the underlying transport simply stops sending or receiving packets from the local transport which causes the remote transport to interpret the lack of data as a time out.

Decision made to add mention of above ^ (except much more clearly)
