Add README for publication process in all WoT repositories #1104

I checked the repositories and most have a proper README for publication.

It does not exist for

WoT – Discovery
WoT – Security
WoT – Scripting API, only as part of Note2, in a very limited fashion, see https://github.com/w3c/wot-scripting-api/tree/main/releases/note2
WoT – Use Case

Also I noticed differences in naming
"publication" vs "releases" (used by scripting api, security)
Shall we align that as well?

Shall we create an overarching issue in https://github.com/w3c/wot/ to keep track of it?
