Add link for satellite GOES Image viewer

Description

We'd like to add a link to the STAR NESDIS GOES Image viewer so that users who are interested can look at additional satellite views. Similar to the radar link in #2156 we should direct users to a URL based on their location. Given that satellite is a higher-level view, this will likely need to be done at the WFO level (i.e. send the user at a point location to the satellite view that corresponds to their WFO). See this comment in #1648 for an example of how the satellite should link

Acceptance Criteria

• Add a link to the GOES Image Viewer
• Link should be based on the users' location and show the correct geography once they open up the GOES Image Viewer
• Implementation follows the designs
