[SPIKE] flux configuration for eksctl to create WGE cluster

We should start designing an eksctl config that will use Flux to deploy WGE into a cluster that's been provisioned by eksctl.

https://github.com/weaveworks/weave-gitops-clusters may provide a good starting place.

Acceptance criteria:
[ ] A GitSource that can be used by Flux to deploy weave gitops enterprise
[ ] The source should be deploy WGE in a secure way
[ ] Access to WGE should be via port-forwarding.
