options should include:
auto-assign individuals with the lowest amount of events done first:

USECASE:
As a manager I want to be able to control how evenly events are distributed. So that I can address a number of complaints received that auto-assignment relied to heavily on specific individuals, however sometimes I would like more experienced employees assigned first.

auto-assignment should allow/disallow the requirement of people to confirm assigned events

USECASE:
As a manger, I want to let techs know if the programatic assignments are considered final. So that I can vary my personal level of involvement from semester to semester.

SPEC should allow/disallow client-feed back emails on a global level

USECASE:
As a manager, I should be able to turn on and off periods of client-feedback. So that I can both alert techs of the client reviews, as well as avoid inundating the client with emails during time periods like reunion and commencement.
