Start with the English version of the Wikipedia article (provided in the arguments)
Locate the section with links to the article in other languages
Crawl and scrape the external links from each translated version of the article
The same Wikipedia article is often quite different between different language versions of Wikipedia, and different versions may have different external links - see for example this article in English, Spanish, and French:
