Thanks for writing this bug reproducer.

It seems likely that this issue with threading and goroutines was also independently discovered by Cloudflare to affect arm64, and they write up their findings at https://blog.cloudflare.com/porting-our-software-to-arm64/

The request is simple, to distribute an arm64 version of this binary to assist in test reproduction on 64-bit arm platforms.
