[Recommendation] Assign labels to issues for classification

Recommendation: make collaborators assign labels to issues to classify them, just like in Half-Life bug tracker:
halflife/issues
But like:
Feature Request
Bug Report
Important Bug Report
So the developer can see what is worth to visit first easier (bug reports obviously).

I think some moderator must edit Issue captions to add this labels. Because usual users (reporting bugs, etc), dont know about this labels, .

this is actually doable via issue templates, those can be set to have the labels, assignee, etc. and you can manually put labels if you wanted by using the right url argument

I have not found the way. If you not contributor or owner.
But I have found discussions about this problem:

So is it possible for usual users, reporting here ? I think no. Or we must have some "contributor" status ?

correct, win32ss has to set the issue templates up, but you can already specify the labels in a new issue by doing the right url parameter
EDIT: i tried but it seems that its guarded from this case.
