Agenda for TT-WMD WebEx - 3 July 2019

Summary/Outcomes of the meeting

Agenda item 1 - Outcomes from Cg.18

  • LN briefed the participants on the major outcomes from the 18th World Meteorological Congress (Cg-18) that are relevant to TT-WMD - he referred to the presentations delivered during the OSCAR/Surface Webinar #11 1st July 2019 (https://etrp.wmo.int/mod/folder/view.php?id=11858):

    • The new draft editions of the WIGOS Technical Regulations that were approved, including the concept of the Global Basic Observing Network, and the Manual on WIGOS as well as the WIGOS Metadata Standard updates;

    • The transition of WIGOS into Operational status from January 2020;

    • Resolution 35 on WIGOS Station Identifiers (WSI):

      • Regarding the delegation of authority to other WSI issuers, as a request to WMO Secretary-General, as deemed necessary, to support WIGOS implementation, the following Programmes were suggested: E-PROFILE, E-GVAP, C3S 311a Lot2,… ,

      • In order to avoid multiple WSIs or duplication of stations, there will be a need for a procedure that allows verifying whether those stations are already assigned a WSI or not, before registering them.

Agenda item 2 - TT-WMD members' engagement and activeness on Github

  • LN recalled that following the outcomes of Cg-18, namely the WMO reform, the ICG-WIGOS will cease to exist, as well as its Task Teams, TT-WMD included:

    • The team will likely be re-shaped or re-established with adjusted ToRs and membership;

    • The current activities of TT-WMD must continue, at least until the end of 2019 (from early 2020 a successor will likely, take over);

    • So engagement and active contribution of members is critical; They need to demonstrate their interest to continue, otherwise they will not be considered for follow-up teams;

    • The priority is to review the latest changes to the WMDS code tables that are available in Github – this system was approved at TT-WMD-7 as the tool to register and track any changes to the WMDS and its code tables;

    • TTT-WMD members and invited experts were again, strongly encourage to join the TT-WMD teleconferences and also to access the Github to provide feedback/comments to the code tables: https://github.com/wmo-im/wmds/issues?utf8=%E2%9C%93&q=is%3Aissue+is%3A;

    • Those who had not yet confirmed their membership to the TT-WMD group in Github, have been sent a reminder email, so they were requested to check their email boxes and to accept the invitation, which will allow them to receive automatic notifications of any comments/changes made to the code tables;

ACTION: Secretariat to contact the members who have not replied to Github, yet.

  • Some participants mentioned that the activity of the team has become different and more challenging than when it was created (2013) - It was recognized that:

    • It has moved from developing a standard into maintaining a standard;

    • The frequency of requests for members to work on the issues and to provide feedback, using the online tool (Github) has increased much and is now very intense:

      • For the last few years there used to be only a few teleconferences per year, and there were no online requests,
    • It was also recognized that since the beginning of 2019, there was an intense activity in terms of reviewing and updating the code tables, for which members have been requested to reply to, due to the need to publish them in the WMO Codes Registry. Therefore, it is expected that the current level of activity will progressively decrease;

  • It was agreed to clarify the working practice of TT-WMD from now on, taking into account the current needs for reviewing and maintaining the standard.

  • It was recognized that the team is still missing a representative of the marine community, following the retirement of Joe Swaykos; Secretariat to invite JCOMM-OPS and to share the outcomes of this teleconference with them.

Agenda item 3 - The collaboration with IPET-CM and the workflows for the next Fast Track

  • The next milestone, as an opportunity for publishing the code tables, following a Fast-Track procedure, closes in November 2019.

  • Most code tables are ready for formal approval, IPET-CM will not review/approve the code tables – they will meet in March 2020, until then their process happens through e-mails.

  • Once all the code tables are agreed by TT-WMD, the Secretariat will prepare everything in PDF format to be circulated to the National Focal Points, as part of the Fast-Track procedure.

  • In the meantime, it was agreed to publish all the code tables in the WMO Codes registry, as soon as possible, in experimental mode, before the Fast-Track in order to make them available to Members in a WMO official repository – This means:

    • Give TT-WMD another/last chance to review the tables, within the next two weeks;

    • Then, a new release will be produced in Github, by the Secretariat, that will be published “experimentally” and will be the basis for the Fast-Track in the Autumn 2019.

Agenda item 4 - Discuss a code table for "Sampling procedure"

  • Since the WMDS does not provide the necessary code tables for Sampling, the following ones, in use by OSCAR/Surface, are proposed (issues have been opened in Gihub):

    • 6-02 Sample treatment, Issue #112, with the label “discussion required”;

    • 6-01 Sampling procedure, Issue #111, with the label “discussion required”;

  • It was agreed to add these new tables to the WMDS, but the deadline for their final approval should be the next task team face-to-face session (TT-WMD-8):

    • Until then, those draft tables can be expanded, modified, with the involvement of other communities who should be consulted: marine, cryosphere, etc.

Agenda item 5 - Follow-up on actions agreed at TT-WMD-7

  • Code table 1-01-01 (Atmosphere) is being reviewed again in the context of RRR by a joint GAW-GCOS ad-hoc group lead of Richard Eckman - expected to be completed by end of October 2019.

Agenda item 6 - Conclusions, next steps, including date and place for TT-WMD-8

  • The following actions were agreed – for the Secretariat:

    • to include in Github the standing actions from TT-WMD-7 (November 2018);

    • to set-up a Doodle poll for the 8th session of TT-WMD with the following options:

      • 1-Week #44: TT-OD-2 from 28-30 Oct and TT-WMD-8 from 30 Oct-1 Nov.19 (Preferred)

      • 2-Week #43: TT-OD-2 from 21-23 Oct and TT-WMD-8 from 23-25 October 2019

      • 3-Week #45: TT-OD-2 from 4-6 Nov and TT-WMD-8 from 6-8 Nov.2019
