Incorporate a way of initialising aggregation via a REST API for WSO2SI.

Problem

Hi All,

Currently, the Aggregations of the SI server will not be initialised after a restart. It requires an event to flow through the Siddhi application to initialize the corresponding aggregation.

It would be better if we could have a way of initializing the aggregation without waiting for the 1st event.
