Find a good way to duplicate the release process so it can be tested before needing to release

Right now the release phase is the first time that many of the packaging steps are run, so if there are problems we don't have a good way to handle them before hand.

I think the way to solve this is to split out the release into a separate workflow in this repo & use it twice.
