Proposed logic change for retrying event delivery in Caduceus

We've been working towards normalizing behaviors to help make it easy to understand how something should and does work. In that vein, we want to get feedback on the following proposal:

Given the behavior changes, this seems like a major version change, but wanted to open this up for discussion.
