Introduce informative message during attempt to create a folder with same as deleted

FileManager doesn't allow creation of a folder with same name as a folder that was moved into recycle bin. The only option to create it is for, user shall clean a bin first. Otherwise, after providing name, FileManage will refresh automatically and won't show newly created folder.

UI needs to be improved, some pop-up messages or info boxes with message "Can't create a folder, because previously same folder was created, check recycle bin and delete it if you don't it."
