I have an issue with the Behaviors plugin (Version 2.7.3) in GLPI (Version 10.0.16). There is a limitation in the technician profile for my support team; they do not have permission to update a ticket (they cannot update the category, SLA, etc.). However, when the profile lacks this permission, the Behaviors plugin is not respected, and it is possible to solve a ticket without an assigned technician/group.
