Docker container start: does not start Tomcat #4

Start with a clear environment:

stop all running containers
remove all stopped containers

Then start with docker-compose up.
Then stop with docker-compose stop --timeout 120.
Then start the stopped containers again.

Issue: If you start the stopped containers then some processes will not start, e.x. Tomcat.
