PR #732 added support for a generated CHANGELOG.rst file.

However, because the generated format did not match well with the consolidated docs for all IBM Z collections, the PR was abandoned again, for now.

This ticket is to resume that work once we have a common strategy for generated change logs across all IBM Z collections.
