Endpoint(s) for template upload

It'd be cool for someone to make a template using the web editor and submit it right away as well. We could do something to copy over the template from the server and push it to the GH repo. As a first step in this direction, there has to an endpoint for creating a new template, and hopefully removing the background task in the process.

I say endpoint because it seems to be the obvious thing to do, but if any additional functionality is required, this issue should close that as well.
