Supported clusters from applications needs to update dongles

Where dongles do not pass through the MatchDescriptor ZDO message, and this is handled directly by the dongle, it is currently necessary for the application to pass the list of supported clusters to the dongle. This should include any clusters the application supports, but this list ought to be updated for any clusters that are directly required by the framework so that the application doesn't need to do more than instantiating the Extension.
