When downloading files uploaded from the Android app, filename has non-ASCII characters stripped

If you upload a file from the Android app, then download it on any client, its filename will have non-ASCII characters (such as Korean characters) stripped out of it. We believe this is a symptom of facebook/react-native#31537. Rather than upgrade to RN 0.74 which has the fix, we plan to fix by releasing the zulip-flutter app, which doesn't have this bug.

As mentioned in several of these issues and in this repo's README, this zulip/zulip-mobile codebase is in maintenance mode; most issues will not be fixed in this codebase, and instead will be fixed in the new Flutter-based app. So in particular we won't be able to spend time helping contributors work on issues here.
