Where are the Excitatory to Inhibitory and Inhibitory to Excitatory Synapse connections? #16

As given in the paper, the Excitatory to Inhibitory is one -to- one and Inhibitory to Excitatory is Winner take all. I have looked at the original Diehl 's code and your Brian2 version and could not find the above synapse connections. I can see one-to-one connections connections[connName].connect(True) # all-to-all connection but not the ones as specified in Diehl's paper
