is it supposed to be on: workflow_dispatch or as written? I haven't done this before it just looks different

I don't remember the exact reason for the syntax, but I copied it from hyp3-flood-monitoring where it has been working.

Ah, it's because you can specify inputs to workflow dispatch if you want: https://github.blog/changelog/2020-07-06-github-actions-manual-triggers-with-workflow_dispatch/
