I think since we have proof of a successful build, I move to either (1) merge this PR, since it contributes a new feature independent of the current problem its facing, or (2) mark it as blocked by a new issue for refactoring artifacts |

This closes out a long-standing need to make Buildkite pipelines dynamic and GPU-enabled for Decapodes. Pipelines are imported from AlgebraicJulia
.githubrepository but can be customized, like in CombinatorialSpaces🚧
This build works but this most recent rebuild does not, attributed to a "curl error code 60."
