Looks like xunit has changed something to do with threading that is causing one of the tests to fail on macOS and Windows.

@martintmk Any ideas what's going on here?

• If I run the test by itself, it passes.
• If I run both theories by themselves, it passes.
• If I run all the tests in the same class, it passes.
• If I run all the tests in the same namespace, Polly.Core.Tests.Hedging.HedgingResilienceStrategyTests.ExecuteAsync_OnHedgingEventThrows_EnsureExceptionRethrown fails with the stack trace below.
• If I run all the tests in the assembly, it fails.

   Expected a <System.InvalidOperationException> to be thrown, but found <Microsoft.VisualStudio.TestPlatform.TestHost.DebugAssertException>: Microsoft.VisualStudio.TestPlatform.TestHost.DebugAssertException: Method Debug.Fail failed with 'There must be exactly one accepted outcome for hedging.
