Part of Automattic/wp-calypso#95620

Proposed changes:

In order to remove the Pages screen from Calypso, we need to port some missing features to WP Admin first.

One of these features is the banner displayed at the top of the pages list to inform that the homepage is controlled by a theme template:

This PR implements a similar banner in WP Admin displayed at the top of the pages list:

Testing instructions:

  • Apply these changes to your WP.com site
  • Go to /wp-admin/options-reading.php and set the homepage to display your latest posts
  • Go to /wp-admin/edit.php?post_type=page
  • Make sure banner shows up
  • Make sure all links work as expected, both as admin and as non-admin
  • Make sure the banner does not show up when using a classic theme
