Jetpack: Add Account Protection security settings

Description

Adds an account-protection module toggle with a secondary strict mode toggle to the Jetpack security settings page. Disabled by default and not requiring a user connection to activate.

Testing instructions:

• Checkout this branch
• Run the following to install/build Jetpack and start Jurassic Tube
  • jetpack install plugins/jetpack
  • jetpack build plugins/jetpack
  • jetpack docker up -d
  • jetpack docker jt-up
• Activate Jetpack and connect the site (site-only, not user)
• Proceed to Jetpack > Settings
• Verify that the Account Protection section is available and that the main module toggle is on
• Log into phpMyAdmin http://localhost:8181/ and verify that the jetpack_active_modules option includes account-protection
• Ensure the settings UI handles toggling the module on and off appropriately
• Refer to the option and ensure the active modules list is updated
• Toggle strict mode on and off and ensure the jetpack_account_protection_strict_mode is updated accordingly

• To test on WoA, go to the Plugins menu on a WordPress.com Simple site. Click on the "Upload" button and follow the upgrade flow to be able to upload, install, and activate the Jetpack Beta plugin. Once the plugin is active, go to Jetpack > Jetpack Beta, select your plugin, and enable the add/jetpack/account-protection-security-settings branch.

  • For jetpack-mu-wpcom changes, also add define( 'JETPACK_MU_WPCOM_LOAD_VIA_BETA_PLUGIN', true ); to your wp-config.php file.

• To test on Simple, run the following command on your sandbox:

  bin/jetpack-downloader test jetpack add/jetpack/account-protection-security-settings
  

  bin/jetpack-downloader test jetpack-mu-wpcom-plugin add/jetpack/account-protection-security-settings

Jetpack plugin:

The Jetpack plugin has different release cadences depending on the platform:

• WordPress.com Simple releases happen semi-continuously (PCYsg-Jjm-p2).
• WoA releases happen weekly.
• Releases to self-hosted sites happen monthly. The next release is scheduled for February 4, 2025 (scheduled code freeze on February 4, 2025).
