This is related to #6 but it is mostly prepping and organizing content related to setup of this course. There is now a placeholder for where content for #6 will go. This PR also changes the filename referred to in #2 from
course-instructions.mdtocourse_guide_learners_static.mdand adds an instructions doc for learners who may take the dynamic version.
