I think it can be quite straightforward.

  1. Put a big note on the website that says "we're going to retire dotspotting on date x"
  2. Stop the ability to Sign Up
  3. Stop the ability to Upload
  4. Take care of all the data as well as we can. (Maybe README is metadata about the GEOJSON files or something… Seth is right to design that)
  5. Tweet 3-5 times leading up to the closure
  6. Write 2 blog posts: 1) Why we're closing it, 2) That we've closed it
  7. MAYBE: Consider a bulk email note to all email addresses of all account holders
