This pull request bumps mocha from v1 to v2. We're in the process of upgrading all node repos to node 12,
and we noticed a regression with mocha v1 on node 12 where it stops printing unit test output.
We're only bumping mocha from v1 to v2 since that's easier than bumping to the latest major version,
and we want to switch everything over to jest anyway.
