• Add Ubuntu 22.04 to the list of FIPS certified OS (https://ubuntu.com/blog/fips-140-3-for-ubuntu-22-04lts)
• Move installed_OS_is_ubuntu* checks to correct directories

I'm waiting for a ComplianceAsCode member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line.
