Context

these are workflows to test the deploy domains github actions

Changes proposed in this pull request

there are workflows to run to test the deploy-domains-infra and deploy-domains-env github actions.
and and updated build_and_deploy.yml adding calls to the deploy domains github actions.

we could either had separate workflows for the deploy-domains github actions or include them in the build_and_deploy.yml

Guidance to review

review the actions to see the workflows being running.
review code and decide on best architecture
