Rename accredited partnership concepts

Context

There are two main areas this work focusses on

1. Training -> Accredited partnerships
2. Course ratification

Partnerships

A training provider must have established a partnership with an Accredited provider before they can assign that accredited partner to be the ratifying partner for their training course.

a) link in the navigation bar "Accredited partnerships" brings the user to the index of the training providers existing partnerships.
b) There is a setup flow for adding a new accredited partnership. Within this flow the languages has changed from "accredited provider" to "accredited partner".

Ratifying partner

a) Anywhere the UI displays reference to the accredited provider that is ratifying the course, the language has changed from "accrediting provider" to "ratifying partner".

For all these changes there are subtle differences between the options available.

For example, should the accredited provider of a course be the "ratifying provider" or the "ratifying partner"

Providers	All providers
Training provider	A provider that runs ITT training courses
Accredited provider	A provider that is accredited by DfE
Training partner	The training provider in a provider partnership association
Accredited partner	The accredited provider in a provider partnership association
Ratifying partner	The Accredited partner that ratifies the course of a Training partner

The wording in specs still needs to be changed.
For example

  scenario 'i can edit accredited providers on the index page' do

Needs to change to accredited partners. This is WIP until all the wording is updated.

Changes proposed in this pull request

Update all the UI labels and text to accurately convey the concepts above.
