Includes updates to the contract-admin scripts:

if there is no need for a SAFE transaction for the upgrade, it just automatically performs it.
if there is, it still should save the deployment info preemptively.

Potential future updates to this:

it should use the proven safe-api sdk to actually submit the upgrade request to the multisig.
