[crashtracker] Add builder class for CrashInfo #752

What does this PR do?

Adds a builder class that provides a way to incrementally construct a CrashInfo.

Motivation

  • Useful for upcoming FFI API
  • Useful for the collector to incrementally build one of these then emit at the end.

Additional Notes

Anything else we should know when reviewing?

How to test the change?

Tests are incoming.
