Could you please try replacing the URL at line 269 with https://dl-cdn.alpinelinux.org/v3.21/main/x86_64/apk-tools-static-2.14.6-r3.apk?
I suspect that would fix this failure and we wouldn't need to disable it at all.

Emphasis on "suspect". Maybe it will, but I'd rather follow protocol and put that responsibility on the owner.

Disabling a CI test suite has its obvious downsides: more regressions can happen until it is brought back up. Since the URL fix was trivial, I thought it was reasonable to expect that we would try doing that first so we wouldn't have to live without test coverage for any amount of time.
In any case, #7289 fixes the original issue and more. So we can now drop this PR.
