This PR also needs an associated CMEPS PR (coming soon).

Any User Interface Changes: new stream input for docn
Testing performed (e.g. aux_cdeps, CESM prealpha, etc): Ran aux_cdeps test suit on derecho and generated new baselines cdeps1.0.34
Hashes used for testing:
