Intended Change
Increase the muzzle velocity of the flare when fired so that it reaches the altitude of the targeted missile.
Reasoning
Currently the flare cannot catch high flying UEF missiles since it is still tuned for older TML designs, which is unfair and unexpected gameplay-wise.
It is also nice aesthetically to break up the monotony of flare heights.
Expected behavior
The flare can catch missiles flying at any height, just like how other TMD can intercept missiles far in the sky.
