Create dockship.py

[GriffynPython]

Added the dockship CLI tool that allows to interact with the docker daemon through a python script. I have not yet tested the script yet as my wifi network in my hostel is not fast so I cannot open a docker container.
Could you please test my script and check if it works well and tell me about any errors in the script.
