Started documenting the telemetry application.

Done initial doxygen documentation update! I have chosen to update the messaging application documentation later when I update that application heavily. Lots of code cleaning was performed.
I've tested the unit and is seems to be given UART data and transmitting RF. The proxy has a bit of a weird time with it but I think debugging moving forward with the next proxy is the right way to go. The unit does still freeze if I break-point in the UART code ( #33 ).
