#2567 Added logic to regenerate cfda_key

Description

Auto-generated hidden columns in FAC workbooks must be reprocessed before intake validation to ensure the accuracy of formulas dependent on these columns.
This PR falls into that category (similarly to #2562). The change here is to regenerate the "cfda_key" column data.
