We thought there might be a need for more significant CMS capabilities, but most of that is currently met by the static site, and so we’re removing cms from the codebase.

This PR:

• Deletes the application directory.
• Removes the application from the applications list in config/settings.py.
• Removes the cms URLs from config/urls.py.
• Moves the fac_tags.py file, which contains the do_DAP block that we do use elsewhere, out of cms and into audit.

If the tests pass, this PR should be good to go.
